“Fully funded” tells you the money exists. It doesn’t tell you the odds. Most scholarship pages never publish an applicant count at all — but a handful of major funders do, and when you put those numbers side by side, the range is genuinely surprising: from roughly 1-in-18 to 1-in-106.

Chevening additionally requires roughly 2,800 hours — about two years — of work experience as a hard eligibility gate, not just a preference.
The scholarships that only publish the award count
These funders are transparent about how many people they fund, but none publish how many people apply — so no honest ratio can be built for them, and this list doesn’t invent one:
- Fulbright Foreign Student Program — about 4,000 awards a year, no published global applicant count
- Commonwealth Scholarships — around 800 awards a year across all schemes (654 new Scholars and Fellows in the 2023 cohort)
- Clarendon Fund (Oxford) — 230+ new awards in 2025/26, plus ~85 more with partner programmes
- Lester B. Pearson Scholarship — about 37 scholars a year at the University of Toronto
Why there’s no “your personal chance” number here
Selection panels read essays, weigh references, and balance a cohort against country quotas — no published dataset supports a personal probability, so quoting you one would mean inventing it. What the ratios above tell you honestly is the scale of the field you’re entering. A scholarship restricted to one country, one university, or one partner list is structurally less crowded than a globally open flagship, simply because far fewer people are eligible to apply at all.
