Quick summary: Canada is moving ahead with the biggest overhaul of its Express Entry permanent residence (PR) system since 2015. Immigration, Refugees and Citizenship Canada (IRCC) has proposed merging the Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST) programs into a single Federal High Skilled Class, adding a new high-wage occupation factor to the Comprehensive Ranking System (CRS), and reintroducing job-offer points — but only for high-wage roles. A public consultation ran from April 23 to May 24, 2026, with further consultation on category-based selection expected later in the year. Here’s exactly what’s changing, what stays the same, and how to apply under the current system while these reforms are finalized.
What Is Actually Changing in 2026
1. Three Programs Becoming One: The Federal High Skilled Class
Under IRCC’s forward regulatory plan, the FSW, CEC, and FST programs — currently three separate immigration programs managed through Express Entry — would be consolidated into a single Federal High Skilled Class. This is described by IRCC as the most significant change to the federal economic immigration system since Express Entry itself launched in 2015.
2. A New High-Wage Occupation Factor in the CRS
The proposed reform would introduce a new scoring factor tied to high-wage occupations, rewarding candidates whose skills match roles that pay above a defined wage threshold in the Canadian labour market.
3. Job Offer Points Are Coming Back — With a Catch
Job offer points were removed from the CRS in March 2025. The 2026 proposal would reintroduce them, but only for candidates with a valid job offer in a high-wage occupation, rather than for all job offers as before.
4. 2026 Category-Based Selection Already Updated
Independently of the broader reform, IRCC has already refreshed its 2026 category-based selection draws to prioritize candidates with Canadian work experience and skills in key sectors, and has raised the minimum qualifying work experience to one year. Two new categories were added:
- Medical Doctors with Canadian Work Experience — aimed at addressing physician shortages
- Researchers with Canadian Work Experience — supporting Canada’s academic, scientific, and innovation sectors
Timeline: When Will This Take Effect?
| Milestone | Status / Date |
|---|---|
| Public consultation on core Express Entry reforms | Closed — ran April 23 to May 24, 2026 |
| Further consultation on category-based selection | Expected later in 2026 |
| Federal High Skilled Class launch | Not yet finalized — a full 2026 launch is considered unlikely |
| Current FSW / CEC / FST programs | Still active and accepting applications |
| Invitations already issued | Will be honoured under existing rules |
| Existing Express Entry pool profiles | Continue to be ranked under current CRS rules until any change is formally implemented |
What This Means If You’re Applying Now
If you already have an Express Entry profile, or are planning to submit one, nothing changes immediately — you will keep being ranked under the current CRS rules unless and until IRCC formally implements the new system. However, it’s worth preparing for a labour market that increasingly rewards high-wage job offers, Canadian work experience, and in-demand occupations, since that is the clear direction of travel.
Step-by-Step: How to Apply Through Express Entry Today
- Check which program you qualify for. Use the official “Who can apply” eligibility tool to confirm whether you meet Federal Skilled Worker, Canadian Experience Class, or Federal Skilled Trades criteria.
- Take a language test. Book IELTS General Training or CELPIP for English, or TEF Canada / TCF Canada for French. Results are valid for two years.
- Get an Educational Credential Assessment (ECA) from an IRCC-approved organization if your degree or diploma was earned outside Canada.
- Prepare your documents: passport, language results, ECA, proof of funds, and (if applicable) a valid job offer or provincial nomination.
- Create your Express Entry profile by signing in to your IRCC secure account and entering your details. You have 60 days to complete and submit the profile once started.
- Enter the pool. IRCC calculates your CRS score and ranks you against other candidates. Draws happen regularly, including general draws and category-based draws (e.g. for high-demand occupations, French speakers, or — as of 2026 — doctors and researchers with Canadian experience).
- Receive your Invitation to Apply (ITA) if you rank high enough in a draw. You then have 60 days to submit your complete application for permanent residence.
- Submit your PR application with all supporting documents, pay the required fees, complete biometrics, a medical exam, and police certificates.
- Receive your decision and, if approved, your Confirmation of Permanent Residence (COPR) to complete landing in Canada.

Frequently Asked Questions
Is Express Entry being replaced right now?
Not immediately. IRCC has proposed merging FSW, CEC, and FST into a Federal High Skilled Class, but the plan is still in consultation. Current programs remain active and a full 2026 launch of the new system is considered unlikely.
Will I lose CRS points I already earned?
No. IRCC has confirmed that invitations already issued will be honoured, and profiles already in the pool continue to be ranked under the current CRS rules until any reform is formally implemented.
Are job offer points back for everyone?
Not under the current proposal. Job offer points were removed in March 2025, and the reform being discussed would only reinstate them for candidates with job offers in high-wage occupations.
What are the new 2026 categories?
IRCC added “Medical Doctors with Canadian Work Experience” and “Researchers with Canadian Work Experience” to its 2026 category-based selection draws, alongside a general increase in the minimum required work experience to one year.
Where can I track official updates?
Monitor the official IRCC consultation page and the main Express Entry portal for confirmed changes.
