Friedrich Ebert Stiftung Scholarship 2026/2027 (Germany): Eligibility & How to Apply

By Olami, AbroadPilot · Reviewed September 2026

The Friedrich Ebert Stiftung (FES) Scholarship is a German foundation award for bachelor’s, master’s and PhD students who combine strong academics with genuine social and political engagement and a commitment to the values of social democracy — freedom, justice and solidarity. FES is one of Germany’s major political foundations, and it funds around 40 new scholars per year across all subjects.

Important: For international students, the basic-funding program generally requires that you are already enrolled at a German state or state-recognised university and can demonstrate German-language proficiency (e.g. DSH 2, TestDaF 4, or Goethe C1) — even when your course is taught in English. It is not a scholarship you apply for from your home country before enrolling.

What the FES Scholarship covers

  • A monthly stipend (recently up to around €1,500/month for doctoral scholars; lower base rates for bachelor’s/master’s)
  • A subsidy toward statutory health insurance
  • Family and childcare allowances where applicable (e.g. an allowance for scholars with a child)
  • A comprehensive seminar, mentoring and networking program — the non-financial side is a major part of the award

The scholarship does not have to be repaid.

Who is eligible?

  • Origin: international applicants typically come from the Global South (Africa, Asia, Latin America), post-Soviet states and eastern/south-eastern EU countries.
  • Enrolment: be enrolled (or hold a confirmed place) at a German higher-education institution for the course you want funded.
  • Academics: above-average school/university performance.
  • Engagement: demonstrable social or political involvement — student councils, NGOs, youth or community work — and identification with social-democratic values.
  • Language: sufficient German proficiency as above.
  • Those who previously studied at a German university may be ineligible for first-year (basic) funding.

Documents you’ll need

  • Completed online application (background, motivation, social/political engagement)
  • Confirmation of study place / certificate of enrolment at a German institution
  • Proof of German-language proficiency
  • Academic transcripts and proofs of achievement
  • Two expert/reference reports (from professors, or from former teachers for first-year students) — requested if you pass the first review

How to apply: step by step

  1. Choose the correct FES program for your status (student, doctoral, international, etc.) on the official site.
  2. Complete the online application form — no documents are needed at this first stage.
  3. First review: FES usually responds within 2–4 weeks, either rejecting or inviting you to submit full documents and references.
  4. Submit documents and references within the given window (about three weeks for you; up to six weeks for referees).
  5. Selection interviews: attend a first interview with a trusted lecturer, then, if successful, a second with a selection-committee member.

Deadlines: roughly 30 November (winter semester) and 31 May (summer semester); PhD applicants can apply at any time.

How competitive is it?

With only about 40 new scholarships a year across all subjects, FES is competitive — but it rewards a distinctive profile: academic strength plus a real track record of civic, social or political engagement. Candidates who can evidence genuine commitment to social-democratic values, not just good grades, stand out most.

Frequently asked questions

Can I apply for the FES Scholarship from my home country?

Generally no. For international students, basic funding requires that you are already enrolled at a German university and meet the German-language requirement, so it usually applies once you are studying in Germany.

Do I need to speak German?

Yes. You must show sufficient German proficiency (e.g. DSH level 2, TestDaF level 4 or Goethe C1), even if your course is taught in English.

Is social or political engagement really required?

Yes. FES weighs your social/political involvement and commitment to social-democratic values as heavily as your academic record.
